Circumstances will not delay the government from undertaking a major initiative

The Arab Center for Legal and Judicial Research, in partnership with the Legal Informatics Center at the Lebanese University, organized a workshop entitled “Applications of Artificial Intelligence in Judicial and Legal Services,” which lasted for two days in the university’s central administration hall, under the patronage of the Caretaker Minister of Justice, Henry El-Khoury, and in the presence of the University President, Bassam Badran. Assistant Secretary-General of the League of Arab States, Ambassador Abdel-Rahman Al-Solh, judicial and legal bodies, experts and academics from Lebanon and the Arab countries.

The Minister of Justice spoke and said: “I am honored to be with you today in this important scientific workshop, and I am very happy to meet these good faces of judges, academics, experts, researchers and students who are present with us and who are participating via video communication, which reflects a bright picture of Beirut, which despite all the harsh circumstances remains the mother of laws and a beacon.” For the idea and culture, it refuses to be present and keep pace with scientific development in all its aspects. Let me begin by extending a heartfelt greeting to the Lebanese University, this comprehensive national edifice that, like most public sector institutions in Lebanon, suffers from many problems and challenges that require us to combine all efforts and provide all means and capabilities to preserve its history, its heritage, the quality of its education, its competition with the most prestigious Lebanese universities, as well as the preservation of The stability of academic work and the rights of its educational staff to remain the best choice and safe haven for the future of our students.”

He continued, “When Lebanon hosted the headquarters of the Arab Center for Legal and Judicial Research in 1994, with what constituted a specialized scientific body in the League of Arab States and a scientific secretariat for the Council of Arab Ministers of Justice, Lebanon was fully aware of the vitality of this decision to make Beirut the headquarters of international organizations and bodies, especially Arab ones, in confirmation of its identity. Lebanon and the depth of its belonging to its Arab family. The Center has proven year after year that it is up to the scale of hopes and aspirations and has raised the bar of the challenge high with the achievements it has achieved and is making at the level of joint Arab action in enhancing cooperation and coordination between the various Arab judicial bodies as well as in the field of scientific research, training and capacity building. And continuous rehabilitation,” considering that it is “a journey full of giving and a secondary work program full of activities, and it is in continuous development keeping pace with the latest challenges and developments in the legal and judicial arenas, and our workshop today, which approaches the subject of artificial intelligence, which is the topic of the hour, is only the best evidence of that.”

He pointed out that “artificial intelligence at the legal level has approved a number of applications that have facilitated legal searches through smart search engines or through chatbots that communicate and interact with jurists. Also, analyzing legal data by means of artificial intelligence allows for the extraction of statistical data that would contribute “In activating judicial work and coming up with probabilistic predictions, in addition to the services it can provide in the field of organizing smart contracts, authentication, and filing lawsuits.”

He explained that “successive Lebanese governments have sought, through the Ministry of Justice since the Arab Center’s move to Beirut, to provide every possible support to strengthen its path and ensure its survival and continuation of performing its mission from the capital, Beirut, despite all the exceptional circumstances afflicting Lebanon and the difficulty and limited capabilities, especially in recent years. However, These circumstances will not delay the current government from undertaking a major initiative out of its belief in the Center and its capabilities and as a culmination of its tremendous journey and efforts, by allocating a plot of land for the construction of a new headquarters worthy of this status to which the Center has risen at the level of joint Arab action. This headquarters, when constructed, and the services it will provide, will open new horizons for the center’s work, development, and prosperity.”
He added: “At the end of my speech, I cannot fail to salute the efforts of the Legal Informatics Center at the Lebanese University, the Arab Center’s partner in this workshop, and I highly value its great and effective contributions to developing the means of benefiting from legal informatics and its establishment of a legal information bank that constituted a qualitative leap and a valuable treasure for researchers and legal professionals on search engines.” “.
