Circular from Hebron to the ministries to begin preparing the 2025 budget

In conjunction with the work calendar regarding the start of preparations for the government’s annual budget, the Minister of Finance in the caretaker government, Yousef Al-Khalil, signed a circular addressed to the ministries, according to official letters, to begin preparing the draft budget for the year 2025, hoping that the project would include a reform approach, after approving two corrective budgets, as well as The circular included the general framework required for its preparation, and one of its most prominent provisions is setting spending ceilings limited to the 2024 budget appropriations in light of the expectation that revenues will be affected by the unstable security conditions, in order not to create any deficit that threatens financial and monetary stability.

It is noteworthy that the draft budget notes a clear trend towards enhancing investment spending, which would restore the economic wheel.

In a related matter, a meeting was held today at the Ministry of Finance with a group of representatives of donors, which discussed in technical detail the proposed budget scenario, with a presentation of the various activities that could contribute to supporting the Budget Directorate and developing it in the process of restoring the proper functioning of its work and tasks. They expressed their willingness to support the reform process in the Budget Directorate, and a presentation was made of various activities through which donors could help the Budget Directorate restore its proper functioning and develop its tasks. They showed clear readiness and response.
