Restructuring public institutions and independent bodies


Nakhleh Al -Adimi wrote in “Calling of the National”: The Presidency of the Council of Ministers prepared a project aimed at restructuring public institutions and independent bodies that number a record number of economics and the state, as they number 143 between an institution, body or council, regardless of the different designations.

The basic proposals of the project
First: 11 institutions, body, and council. This procedure includes the bodies that have proven its poor productivity and the fading of its role, and that its continuation will constitute a burden on public finance without achieving a clear added value, especially as it is not productive and obtains contributions and predecessors from the treasury: the Central Fund for Displacement – the General Consumer Markets Corporation – the General Organization for olives and olive oil – the General Corporation for alternative crops – the General Corporation for Investment Projects on the Rafiq Airport Airport Al -Hariri International – Establishment and Management of Industrial Assembly Centers – National Use Corporation – National Library – National Drug Office – National Investment Conservation Corporation – Radio Eurian Establishment and Investments Authority.

The proposal includes the merging of 3 institutions: Basil Falihan Financial Institute – National Council for Tourism Development – National Council for Tourism Promotion. The merging procedure achieves the reduction of financial waste and the achievement of integration between institutions with similar tasks, which contributes to raising the efficiency of work and reducing operational costs.

The proposal provides for the development of the role of 5 institutions by restructuring or updating their tasks in line with the requirements of the current stage, with the aim of improving their services and increasing their effectiveness, which are institutions that are seen as pioneering institutions in the wheel of the economy or the protection of food security and governance. This measure includes:

Ellsar Foundation (arrangement of the southwestern suburb of Beirut) – Edal (General Organization for Encouraging Investments) – National Council for Scientific Research – the National Authority of the Litani River – the Green Project.

The proposal provides for discussing the status of 3 institutions, which are institutions that are still under study and the discussion is related to political aspects related to the requirements of the existing political situation or the requirements of the economic situation and the proposals of international bodies and funds: the Council of Development and Reconstruction – South Council – the Lebanese -Syrian Supreme Council.

The perception also provides for an opinion on 7 institutions and councils, where the government will open the discussion on the feasibility of the continuation of these institutions in light of the role of the private sector and balanced development, in addition to the possibility of integrating them with other institutions: the Railways and Joint Transport Authority – the Investment of the Port of Tripoli – National Accreditation Council – Lebanese Standards and Standards Corporation – National Authority for the Management of Leaves for Lebanon – the National Fund for the Environment – National Council for Environment.

Although this project may constitute a step towards improving government performance, rationalizing spending and enhancing efficiency, and improving public services, but it remains limited, as it did not include the study of the conditions of water institutions and the “Lebanon Electricity” institution, nor did it observe the requirements of administrative and financial decentralization that were mentioned in more than one address for the next stage, which requires opening the door also to study the conditions of users in public institutions and the ability to distribute them to various sectors or end services Some of them, in addition to the necessity of devoting the requirements of financial audit, guessing the assets of these institutions, studying their financial conditions, and benefiting from the law of the public and private partnerships to move the wheel of the economy and develop facilities run by various public institutions.
