In the closing statement, the leaders of the Arab countries decided:

1- Emphasizing that our strategic choice is to achieve a fair and comprehensive peace that meets all the rights of the Palestinian people, especially its right to freedom and an independent state of sovereignty over their national soil on the basis of the two-state solution, and the right to return to Palestinian refugees and guarantee security for all the peoples and countries of the region, including Israel, based on the Arab Peace Initiative for the year 2002 that express the steadfastness and clarity of the commitment of Arab countries to solve all the causes of conflict and conflicts in the region to bring peace and coexistence The subscriber, and the establishment of normal relations based on cooperation between all its countries. And emphasizing our constant rejection of all forms of violence, extremism and terrorism that aim to destabilize security and stability and contradict the human values, principles and international laws.

2- Intensifying cooperation with international and regional powers, including with the United States of America, in order to achieve a comprehensive and fair peace in the region, and in the context of working to end all conflicts in the Middle East, while confirming the preparation for immediate engagement with the American administration, and all partners in the international community, to resume peace negotiations in order to reach a fair and comprehensive solution to the Palestinian issue, on the basis of ending the Israeli occupation and embodying the Palestinian state on the basis of a two-state solution and in accordance with decisions International legitimacy, in a manner that ensures the establishment of an independent Palestinian state on the fourth lines of June 1967 with East Jerusalem as its capital, to live in security and peace alongside Israel, and the call to hold an international conference to hold the Palestinian state.

3- Emphasizing the clear Arab position, which was repeatedly emphasized, including the announcement of Bahrain issued on May 16, 2024, with the categorical rejection of any form of the displacement of the Palestinian people from their land or within it, and under any name, circumstance, justification or claims, as this is a grave violation of international law and a crime against humanity and an ethnic purification, as well as condemning the starvation policies and the burned land to force the Palestinian people From its land, with the emphasis on the need for Israel’s commitment to the occupying power, the relevant international legitimacy decisions, which reject any attempts to change the demographics in the Palestinian territory.

6- Approving the plan submitted by the Arab Republic of Egypt- in full coordination with the State of Palestine and the Arab countries and based on the studies conducted by the World Bank and the United Nations Development Fund- on early recovery and the reconstruction of Gaza as a comprehensive Arab plan, and working to provide all types of financial, material and political support to implement them, as well as urge the international community and international and regional financing institutions to quickly provide the necessary support to the plan, and to emphasize that all these efforts are going Parallel to the inauguration of a political path and the agreement of a permanent and fair solution with the aim of achieving the legitimate aspirations of the Palestinian people in establishing their state and living in peace and security.

7- Emphasizing the maximum priority to complete the implementation of the ceasefire agreement for its second and third stages, and the importance of each party’s commitment to its pledges, especially the Israeli side, and in a way that leads to a permanent endowment of aggression on Gaza and the complete withdrawal of Israel from the Strip, including from the “Philadelphia” axis, and guarantees the safe, sufficient and immediate enforcement of humanitarian, shelter and medical assistance, without hindrance, and distributing that aid throughout the sector, Facilitating the return of the people of the Gaza Strip to their areas and their homes, and mentioning the positive role in which the administration of US President Donald Trump has played in reaching the ceasefire agreement in Gaza and the release of hostages and detainees, in cooperation with the Arab Republic of Egypt and the State of Qatar, and to build on those efforts to work with the American President to develop an integrated executive plan for the Arab Peace Initiative.

8- Welcome to an international conference in Cairo, as soon as possible, to recover and reconstruction in the Gaza Strip, in cooperation with the State of Palestine and the United Nations, and urged the international community to participate in it to accelerate the rehabilitation of the Gaza Strip and its reconstruction after the destruction caused by the Israeli aggression, and to work to establish a credit fund to receive financial pledges from all countries and donor financing institutions, in order to implement projects to recover and reconstruction.

9- Coordination within the framework of the joint Arab-Islamic Ministerial Committee to conduct communications and carry out the necessary visits to international capitals in order to explain the Arab plan to rebuild the Gaza Strip, and to express the position that adheres to the Palestinian people to stay on their land and his right to self-determination. As well as assigning the Arab foreign ministers and the Secretary -General of the university to quickly move at the international level, especially with the United Nations and with the permanent members of the Security Council in coordination with Arab members who are not permanent in the Security Council, Algeria and Somalia, within the framework of their concrete efforts in supporting Arab issues in general and the Palestinian issue in particular, in order to discuss the moves and measures that can be taken in the face of attempts aimed at liquidating the Palestinian issue, as well as working to mobilize international pressure to impose Israel’s withdrawal from All occupied Arab lands, including in Syria and Lebanon, through the necessary coordination through the councils of Arab ambassadors and the Arab League missions in different capitals.

10- Welcoming the Palestinian decision to form the Gaza Administration Committee under the umbrella of the Palestinian government, which consists of competencies from the Strip, for a transitional period in conjunction with work to enable the National Authority to return to Gaza, embody the political and geographical unity of the Palestinian territories occupied in 1967; As well as valuing the proposal submitted by the Hashemite Kingdom of Jordan and the Arab Republic of Egypt to rehabilitate and train Palestinian police cadres to ensure their ability to perform its duties in maintaining security in the Gaza Strip in full, with confirmation in this regard that the security file is a pure Palestinian responsibility, and it must be managed by legitimate Palestinian institutions alone in accordance with the principle of one law and one legal weapon, and with full support from the international community.

11- The Security Council calls for the deployment of international peacekeepers that contribute to achieving security for the Palestinian and Israeli peoples in both the West Bank and Gaza Strip, provided that this is in the context of strengthening the political horizon to embody the Palestinian state.

12- Welcome to the continuous efforts of the State of Palestine in the context of comprehensive reform and at all levels, and work to build strong and sustainable institutions capable of meeting the aspirations of the Palestinian people, and its endeavor to hold legislative and presidential elections, as soon as possible, when conditions are prepared, and the Palestinian leadership continues, through the government program, implementing fundamental reforms aimed at improving the quality of public services, promoting economics, empowering women and youth, and promoting the rule of law and principles of transparency And accountability. And mentioning that the reform efforts within the State of Palestine and the Palestine Liberation Organization are necessary steps to enable Palestinian national institutions to effectively perform their duties in facing challenges, preserving the unity of the national decision, enhancing the ability of the Palestinian people to withstand and achieving their legitimate aspirations in freedom and independence. And emphasizing the importance of uniting the Palestinian ranks and various Palestinian national parties under the umbrella of the Palestine Liberation Organization, the sole and legitimate representative of the Palestinian people.

13- Demanding the stopping of the Israeli aggression in the West Bank, including settlement, racist semester, the demolition of homes, the confiscation of lands, the destruction of infrastructure, the military incursions into the Palestinian cities, the violation of the sanctity of the holy places, the confirmation of complete rejection, and the condemnation of any attempts to displace the Palestinians internally from the camps and cities of the West Bank or to include parts of the West Bank under any name or excuse, which is what is It threatens to detonate the entire situation in an unprecedented manner, and increases the regional situation in vigor and complexity.

14- The invitation, with the advent of the holy month of Ramadan, to reduce escalation throughout the occupied Palestinian land, including by putting an end to the speeches and practices that incite hatred and violence that we strongly condemn, and demanding that worshipers be allowed to reach the blessed Al-Aqsa Mosque, and to practice their religious rituals freely and safely, and in a way that preserves the legal and historical situation in Islamic sanctities and Christianity in Jerusalem in Jerusalem Occupied; And to emphasize the need to respect the role of the Endowments of Jerusalem and the affairs of the blessed Al -Aqsa Mosque in its capacity as the exclusive authority in managing all the affairs of the Al -Aqsa Mosque within the framework of the historical Hashemite guardianship over the holy sites, and also emphasizing the role of the Jerusalem Committee and the House of Mal Al -Quds Al -Sharif.

15- Supporting the efforts of the international coalition to implement a two-state solution headed by the Kingdom of Saudi Arabia, as it is the head of the Joint Arab Islamic Committee on Gaza, the European Union, and Norway; And active participation in the international conference to settle the Palestinian issue and implement the two -state solution headed by the Kingdom of Saudi Arabia and France, which is scheduled to be held at the United Nations headquarters in New York in June 2025.

16- Emphasizing the vital role of the United Nations Relief and Works Agency for Palestinian Refugees (UNRWA) to carry out its mandate granted to it under the United Nations resolution to establish it in its five areas Familiar with the disruption of the role of one of its specialized agencies to exercise its humanitarian responsibilities and duties, and reject any attempts or measures to reduce or cancel its role, within the systematic plans to liquidate the refugee issue; The owners of the right to return to their country, with an emphasis in this context to condemn the two legislations that the Israeli Knesset approved in October 2024 to ban UNRWA, an Israeli step that reflects a rejected disregard for the United Nations and the entire international community.

17- Call, in cooperation with the United Nations, to establish an international fund to take care of Gaza orphans, victims of the brutal Israeli aggression, who number about 40 thousand children, and to provide assistance and installation of prostheses to thousands of injured, especially children who lost their parties, and encourage countries and organizations to offer related initiatives; Like the Jordanian “Restore Hope” initiative to support amputees in the Gaza Strip.

18- Urging the countries to adhere to the implementation of the consultants of the International Court of Justice and its orders on Israel’s crimes, the occupying force, while stressing the necessity of pursuing all those responsible for the grave violations and crimes committed against the Palestinian people through the mechanisms of international and national justice, and reminding that these crimes do not fall into statute of limitations. Israel holds legal and material responsibility for its crimes in Gaza and the rest of the occupied Palestinian land.

19- Assigning a legal committee from the Arab countries parties to the agreement to prevent the crime of genocide and punish it for the year 1948, to study to consider the displacement of the Palestinian people outside their land, expulsion, forced transport, ethnic cleansing and deportation outside the occupied Palestinian land, and create a living living conditions for the population through widespread destruction, collective punishment, starvation, preventing food arrival and relief materials, part of the crime of genocide.

20- Emphasizing the necessity of implementing the ceasefire agreement in Lebanon with all its items and adhering to Security Council Resolution 1701, condemning the Israeli violations of them, and asking Israel to completely withdraw from Lebanon to the internationally recognized borders, and to hand over the prisoners detained in the recent war and return to adhere to the degrees of the armistice agreement between Lebanon and Israel for the year 1949, and to stand with the Lebanese Republic, its security, stability and leadership.

21- Concluding the Israeli attacks on the Syrian Arab Republic and penetrating into its territory, which is a clear violation of international law and aggression against the sovereignty of Syria and a dangerous escalation that increases tension and conflict, demanding the international community and the Security Council to immediately move to the implementation of international law and obligating Israel to stop its aggression and withdraw from the Syrian territories that it occupied in a clear breach of the 1974 truce agreement, and reaffirming that the plateau is The Golan is an occupied Syrian land, and the decision of Israel refused to include it and impose its sovereignty over it.
