Regarding the strategy of Israel, Igra criticized the current approach, stressing that military action alone is not sufficient to topple Hamas, calling for “the provision of an alternative ruling structure for the inhabitants of Gaza, perhaps by establishing a military administration that provides a different entity for leadership.”
Likewise, Igra said that “Israel should occupy Gaza,” noting that “American pressure has greatly formed the conditions for the current ceasefire agreement between Hamas and Israel.” He added: “The truth is that Hamas and American influence are the ones who determine the conditions, not Israel ”.
Igra’s words are intersecting with a report published by the Israeli National Security Institute (INSS) in which he said that the victory that Israel wanted to achieve against Hamas was not achieved during the last war in the Gaza Strip since October 2023.
The report, translated by “Lebanon 24”, says that Israel’s main goals in the war against Hamas have not been achieved and it was completely dismantled by its military and governmental capabilities, and added: “Although it incurred great losses that exceed its achievements, Hamas managed to survive. Therefore, at this stage Israel should focus on two main effort: setting the final framework to return the hostages – which is a necessity in the Jewish traditions and its moral importance in Israeli society; And benefit from the idea of ​​expelling the residents of Gaza, as US President Donald Trump suggested to encourage the participation of Arab countries in stabilizing and rebuilding the Gaza Strip while ensuring that Hamas does not restore control.
The report also says that “despite the achievements of the Israeli army, Hamas continues to smuggle weapons, as all mechanisms have been eroded to prevent their return even before their establishment.” He added: “The movement re -using the remnants of Israeli jesus bombs in making explosive devices, and gradually rebuilding their military ranks. By recruiting youth. About half of its underground infrastructure is still intact, as Hamas exploits the incoming humanitarian aid, and it takes over supplies and imposes large fees for distribution – the money that it uses to restore its power.
He continued: “But Hamas suffered from a tremendous military setback. It failed to ignite a regional war against Israel. Rather, it unleashed developments that weakened the Iranian Shiite axis, and it did not succeed in restoring one inch of Israeli territory. Moreover, its leaders were eliminated, and its infrastructure was crushed to produce weapons. As long as Hamas is in power, the reconstruction of Gaza is not likely, and in any case, it will take many years.
He said: “Israel should not allow the reconstruction of Gaza as long as Hamas controls the Strip and keeps its military wing. The formula must be the reconstruction in exchange for disarmament, with Israel maintaining the basic security responsibility and the right to impose disarmedization through military action.
