Reconstruction between external conditions … and state endeavors

There are challenges that the government will face in addition to the issue of financing reconstruction, whose initial estimated cost reaches tens of billion dollars, otherwise it will have to secure some amounts of its storage to start this process.










Infected political sources are wondering who will secure the security of the southerners after the reconstruction, if the government applies what it must be applied in terms of adhering to the ceasefire agreement and implementing Resolution 1701 and relevant decisions? The first challenge before securing the reconstruction financing by donor countries, the World Bank and international institutions will be “forcing Israel” to adhere to the ceasefire and by applying the full withdrawal from the front border villages, and from the Shebaa and Kafr Farsh Hills in implementation of Resolution 1701, otherwise the reconstruction of the south will be threatened with destruction again by the “Israeli” enemy.

Also, the return of oil companies to invest in South marine blocks may stumble, if the security situation on the border remains oscillating.

Regarding reconstruction, the process of wiping the damage that excluded the places and areas that the Israeli army still occupies, has shown complete destruction of about 50 thousand housing and commercial units, including 9000 units in the southern suburb of Beirut, 6000 in the Bekaa, 5500 north of Litani, and 25 thousand units of southern Litani, as well basic.

As for the new mechanism that will belong to the reconstruction, which costs the total cost between 20 to 40 billion dollars, according to preliminary estimates, it depends on the formation of a “special fund” in the management of the World Bank, to be fed with financial aid and donations by the International Monetary Fund and donor countries, including the European Union and the Arab countries.
