The World Bank will lend Lebanon 250 million dollars to the Reconstruction Fund


“Al -Akhbar” wrote: On his recent visit to Dubai, the Acting Governor of the Bank of Lebanon met Wasim Mansouri, the International Monetary Fund, Crystalina Gorgayev, who informed him that she would visit Lebanon soon. Mansouri is reported that the impression he generated from the meeting indicates what is not doubtful, that Lebanon’s obtaining funding from the IMF and the donor countries will not be easy as it is promoted, but will be linked to specific and objective steps and procedures.

These steps coincide, according to the familiar, with the expected political pressure entitled “Normalization” and “disarmament”. Reconstruction and disarmament will be linked to the urgent necessity to launch a wheel called “reform”. The World Bank will take over the management of the fund, and the International Monetary Fund will take the required steps in public finance, electricity, communications, customs, ports and others.
Where is the financing? Until now, no serious indications of the government have appeared on the financing of reconstruction. With the exception of the step of obligating the rubble in the southern suburb, and some simple compensation carried out by the South Council, the basic work is carried out by Hezbollah, whether in terms of statistics, compensation and construction restoration.

The sources say that the World Bank representatives asked to expedite the required procedures so that the fund is approved at the World Bank’s Executive Council meeting on March 25.
This, the transparency of the fund, which was mentioned in the ministerial statement, is exclusively linked to be managed by the World Bank. According to the families, the Minister of Finance informed that the fund would spend the money in two phases; The first relates to infrastructure in the affected areas, in addition to raising the rubble and some micro compensants, and the second is the stage of reconstruction of what is destroyed. The first stage requires Lebanon to show its commitment to “reforms”, and the second will dive more deeply into “reforms”.
