According to a statement of the US State Department’s Near East Office, aid to Egypt represents a basic pillar in relations between the two countries since 1978, when Washington provided more than 80 billion dollars, distributed between military aid exceeding 50 billion dollars, and economic aid of more than 30 billion dollars.

And economic aid contributed, according to the same source, to achieving tangible progress in a group of vital sectors, as “millions of Egyptians were able to obtain electricity, and more than 25 million citizens benefited from clean water and sanitation services.”

The education sector witnessed a remarkable development, through a comprehensive training program targeting 115,000 teachers in primary schools, which reflected positively on the education of 5 million children in 16,000 schools throughout the country, according to the Near East Office.

The United States also allocated, during the period between 1979 and 2022, 350 million dollars to scholarships and cultural exchange programs, benefiting more than 23 thousand students and professionals from both countries.

American aid extended to include the development of the infrastructure, as Washington invested 604 million dollars in the development and sedation of the telecommunications sector, and 5.9 billion dollars in importing American goods to modernize and expand Egyptian infrastructure.

It also allocated $ 100 million to preserve the Egyptian cultural heritage.

However, this American aid to Egypt has become increasingly linked to the file of governance and human rights.

Since 2012, Congress has linked military aid to progress in the democratic file and human rights, while giving the US administration the right to relinquish these conditions for national security reasons.

For example, the allocations law for the fiscal year 2021 reflects the stress of this approach, suspended $ 225 million of military aid until Egypt proves progress in the democratic track, and stopped an additional $ 75 million to show tangible progress in the file of political prisoners and legal procedures for detainees.
