A decision related to organizing motorcycles within the scope of Beirut Governorate


The Public Relations Department in the Beirut Municipality stated in a statement that the governor of Beirut City, Judge Marwan Abboud, issued a decision that carried the number 5 dated 7-2-2025 related to organizing motorcycles within the scope of Beirut Governorate, stating:

The Governor of Beirut,
Based on Decree No. 6482 dated 16/2020 (appointment of the governor)
Based on Law No. 243 dated 10/22/2012 (the new traffic law)
Based on the decision of His Excellency the Minister of Interior and Municipalities No. 2665 dated 23/12/2014 (determining the timing of motorcycles in all governorates)
Based on the decision of the Central Security Council held on 3/2/2025 No.
Based on the requirements of the public interest, and in order to reduce the theft and failure that recently spread in the neighborhoods of the capital
The following decides:
Article 1: Motorcycle running of various kinds is prohibited within the scope of Beirut Administrative City from 19:00 until 5:00 am every day.

Article Two: The prohibition referred to in the first article is excluded from the motorcycles belonging to the various security services, departments, public institutions, municipalities, municipal federations, independent interests and diplomatic missions, while carrying out their official tasks, and motorcycles that are used for the benefit of private and tourist institutions and restaurants are excluded from delivery services ( Delivery) in a constant and regular manner, and news agencies, media, journalists, photographers and newspaper distribution companies and magazines, if these bikes were owned by the company or individuals working for them to carry drivers cards that prove their work until 19:00 pursued with the company or the institution accompanied by a residence card valid for foreigners and a condition that The bike is fulfilled by all legal conditions.
It is also excluded from the prevention of bicycles belonging to the members of the medical and nursing staff, pharmacists, individuals of diplomatic missions, engineers, members of all security services, municipal police, firefighting, civil defense, the red cross, health bodies, owners and workers of institutions that impose the nature of their work to keep their employees until after the hours of the ban, provided that they emerge as evidenced by that. .

Article Three: The owners of motorcycles are not excluded from the ban under Article Two of this decision, who are imposed on the maximum necessity to wander their reins until 19:00. He must roam at night to be studied and determine the possibility of giving him an exceptional license to walk.

Article 4: The Beirut Police Command shall be undertaken by the task of applying the minutes of this decision in practice and taking appropriate measures against violators.

Article Five: This decision works starting from its date and it is informed where it is needed.
