The Economic, Social and Environmental Council submitted a memorandum to the Prime Minister-designate, Judge Nawaf Salam, about proposals regarding the formation of the expected government, which stated:
“First: Refrain from the rule of one minister for every 4 or 5 representatives.
Because it transforms the Council of Ministers into a Council of Delegates, which weakens ministerial solidarity, makes factional interests prevail over the national interest, and is inconsistent with the principle of separation of powers, which causes the House of Representatives to lose its oversight role.

Second: Criteria for selecting ministers.
– Integrity and pursuit of the public interest: to be honest and transparent, and to have the goal of serving the public good, far from personal or partisan interests.
– Specialization: Ministers with experience and competence in their fields.
– Administrative literacy: knowledge of the laws and regulations that govern the work of the state and public administration,

Third: Creating useful ministries.
1- Ministry of Decentralization: To accelerate the development of the decentralization law, keep pace with its implementation, and follow up on decentralized work, with the aim of promoting local development and enabling local authorities to manage their affairs effectively.
2- Ministry of Technology and Artificial Intelligence: Employing artificial intelligence in developing public services and administration and enhancing the digital economy.
3- Ministry of Investment Stimulation and Branding Lebanon: To stimulate investment and promote Lebanon as a landmark as an investment, tourism and cultural destination, in a way that enhances its positive image and restores confidence in it.”

He hoped “to form an effective government capable of facing the challenges and achieving the aspirations of the Lebanese people.”
