How did banks exploit the drought of liquidity in the lira to achieve speculative gains?

According to Al-Akhbar newspaper, banks turned the crisis of liquidity scarcity in the lira into an opportunity to enhance speculation. While the Bank of Lebanon sought to shift the market focus from the dollar to the lira, its inability to maintain the industrial incentive for the lira led to the necessity of returning to pumping liquidity with the aim of curbing this speculation.
