Qatar sent a draft agreement to stop fighting in the Gaza Strip and exchange Israeli hostages for Palestinian prisoners to Israel and Hamas, in a first step aimed at ending the war that has been going on for 15 months.

Just one week before US President-elect Donald Trump took office, officials said that a breakthrough had been achieved in the talks hosted by Doha and that an agreement might be close.


Below are some of the main points in the draft agreement, according to statements made by an Israeli official to reporters. Hamas did not provide any details.

Return of hostages

In the first phase, 33 hostages will be released, including children, women, female soldiers, men over fifty, and the wounded and sick. Israel believes most of the hostages are alive, but has not received any official confirmation from Hamas.

If the first phase goes as planned, negotiations for a second phase will begin on the sixteenth day after the agreement enters into force.

During the second phase, the remaining living hostages, including soldiers and men of military service age, will be released, in addition to the return of the hostages’ bodies.

Withdrawal of forces

The withdrawal of Israeli forces will be in stages, while they will remain near the border to defend the Israeli cities and towns located there. In addition, there will be security arrangements regarding the Philadelphia (Salah al-Din) axis in the southern Gaza Strip, with Israel withdrawing from parts of it after the first few days of the agreement.

– Allowing unarmed residents of northern Gaza to return to their areas, while establishing a mechanism to ensure that weapons are not transferred there. Israeli forces will also withdraw from the Netzarim crossing in central Gaza.

– Palestinian militants convicted of murder or carrying out bloody attacks will be released, but the number of those released will depend on the number of living hostages, which is still unknown. Those released will not be allowed to go to the West Bank. As for the Hamas fighters who participated in the attack on October 7, 2023, Israel will not release them.

Increase aid

The amount of humanitarian aid sent to the Gaza Strip will increase, as international bodies, including the United Nations, have warned that the population is facing a stifling humanitarian crisis.

Israel allows aid to enter the Gaza Strip, but there are disagreements over the amount allowed to enter and the amount that reaches the needy, with looting by gangs increasing.

Rule the Gaza Strip in the future

One of the most ambiguous issues in the negotiations concerns who will govern the Gaza Strip after the war, and it appears that the current round of talks has not addressed this issue due to its complexity and the possibility that it will hinder reaching a short-term agreement.

Israel rejects Hamas’s role in governing Gaza and has objected to the participation of the Palestinian Authority.

Israel has said since the beginning of its campaign in Gaza that it will maintain security control over the Strip even after the fighting ends.

The international community believes that Gaza should be governed by Palestinians, but efforts to find alternatives to the main factions from among members of civil society or tribal leaders have been largely unsuccessful.
